Special HR Committee Meeting on the Law on Foreigners
On January 22, HR Committee met with Assistant Minister of Labour Ljiljana Dzuver, Head of Labour Inspection Goran Markovic and Snezana Cvetinovic from National Employment Service, to discuss implementation of the new Law on Foreigners.
FIC members had opportunity to raise questions and clarify uncertainties in practical realization of the new Law. Assistant Minister Dzuver said that the Ministry highly appreciated cooperation with FIC and was ready to unify implementation across different institutions based on FIC comments and conclusions from the meeting. Around 20 attending members were interested in clarifying concrete norms/ situations, such as working permits in the situation when a foreigner has more than one assignment in Serbia at a time, the duration of working contract and residence permit, timing for request for labour market test. The meeting was organized upon the initiative of FIC member BDK Advokati, who informed of the problems in implementation of the recently changed Law.
As a reminder, new Law on Employment of Foreigners was adopted in Parliament on November 25 and brought only partial improvements. FIC sent recommendations for its improvement during public debate, but fundamental changes, that would decrease administrative burden for companies and enable foreigners to assume their duties in a timely manner, weren't incorporated. Apart from HR Committee, the invitation for this meeting has also been forwarded to all HR contacts within FIC member companies.
