On October 31, 2022, the Implementation on E-Invoicing Law Conference was held at the Ministry of Finance, where members of the Foreign Investors Council had the opportunity in direct communication to clarify open questions arising from the practical implementation of this law. On behalf of the Ministry of Finance, the Conference was attended by Ms. Sonja Talijan, Assistant Minister Department for Digitalization in the field of Finance; Mr. Dragan Demirović, Assistant Minister in Fiscal System Department; Ms. Irina Stevanović Gavrović, Head of the VAT Group, and Vladimir Pejčić, adviser. The Conference was moderated by Vanja Korać, vice president of the FIC Tax Committee, while Tanja Jovanović, FIC Regulatory officer, opened the Conference. Some of the most important topics raised were: specifying the way to enter data in the SEF, stating the date of the transaction related to the transaction of transmission services, assigning and providing for the use of copyright and related rights, patents, licenses, trademarks, as well as other intellectual property rights, services directly related to those services, as well as technical support services when using software, hardware, and other equipment for a certain period. Also, the members expressed a significant interest in the topics of treatment of the tax representative (attorney) of foreign legal entities, records of advances, acceptance/rejection of e-invoices, cancellation of e-invoices, treatment of documents on the increase and decrease of fees (so-called “book approvals/debts”), as and specific issues in the fields of agriculture and insurance. Also, FIC members are invited to submit initiatives for improving the existing regulations.
