Fruitful Discussion on Telco and Anti-Illicit Trade
On August 26, FIC representatives met DPM and Minister of Trade, Tourism and Telecommunications Rasim Ljajic and State Secretaries for telecommunication -Tatjana Matic and for trade - Stevan Nikcevic. The main purpose of the meeting was to present FIC and open doors for future cooperation, establish regular communication specifically between relevant FIC committees and State Secretaries /Assistant Ministers on expert level and present FIC views on anti-illicit trade and telco sector.
The Ministry representatives conveyed that they are open for cooperation with FIC especially between state secretaries and FIC committees. They shared detailed information about newest developments within telco sector and with regards to anti-illicit trade. Some of key information tackling telco is that the Ministry is working on informing the public on importance of digitalization and that introduction of technological neutrality is expected by the end of November. With regards to other topic, they noted that coordination of jurisdictions of all inspections and regular market surveillance need to be established and that issue of unregistered entities cannot be solved without relevant law change. In that sense, new Law on Inspections may serve as legal basis for such provisions.
On the other side, FIC representatives conveyed FIC positions regarding mentioned topics with emphasis on the following messages: ICT market marked certain changes in the past period with long awaited reforms taking place (introduction of fixed number portability, exclusion of Cinematography tax, structured financial support for export-oriented IT companies; Government should facilitate growth of telco industry by: changing regulation to bring modern services to the market, relaxing of FOREX regulations and better implementation; Illicit Trade destroys the market, creates un-equal conditions, threatens safety of consumers and negatively effects Serbian budget and fight against illicit trade should remain one of key priorities in the Government programme; Causes of the illicit trade: overlapping competencies of different inspections, unclear regulations, lack of proper supervision and accountability of public servants; The state should seek long-term solution to this problem by putting in place business-friendly regulatory framework on one side, and strict supervision of its implementation on the other.
Further ways of closer cooperation were also agreed at the meeting. From FIC side, FIC President Frederic Coin participated at the meeting together with AIT Committee President Goran Pekez, Telecommunications & IT Committee President Zdravko Drcelic and Vice President Jasmina Vignjevic and FIC Regulatory Officer Jelena Lazarevic.
