White Book Promoted in Media

White Book Launch was given good media promotion by presence of media at the Launch event, announcement of the event and press release, but also by the dedicated media activities by BoD members and FIC Executive Director. Only in the period November 6 to 9, there were 240 reports on WB. It should be noted also that media appearances with the aim to promote WB and its main messages are this year planned to continue in the weeks and months after the event, well into the 2019.

On November 19, BoD Vice President Vladislav Lalic was interviewed at the TV Show Pravi ugao at RT Vojvodina 1, where he presented and commented a bit on main FIC findings on the implementation rate of FIC recommendations, but also tackled more in details some of the key issues such as WB Task Force, labour legislation, cadasters, restitution and labour regulation. When it comes to real estate, it was outlined that despite it is rated as area with most improvement, there is still significant potential to go further. In this respect, he cited the need to separate the processes of restitution and conversion and the needed changes in cadastre. Main FIC views on labour regulations were discussed, and part of the questions concerned also the experience of Lalic’s company Ikea. Transcript of the show can be found here below.

On November 13, FIC Executive Director Ana Tozzi participated at a radio show ‘’U sredistu paznje’’ at Radio Beograd 1. In a long discussion, she not only presented in brief the main WB findings, but also elaborated on some issues of high importance for FIC, such as the need to finalize privatization, the usefulness of public discussions in a legislative process, public private partnerships as a good investment model in municipalities, slow progress in the domains of insurance and food safety, complexity of tax procedures, and labour legislation. She cited main FIC, expectations from the Government namely: efforts for sustainable macro-economic stability with continuation of privatization, corporatization of public enterprises and reform of public administration; improvement of law implementation; and continuation of harmonization with the EU regulation. FIC Executive Director concluded with expectations on more dynamic reforms. “To be optimistic, I would love that the next WB edition shows 50% of progress and that this includes above all serious steps forward regarding tax policy and its predictability, and labour regulations. I think it would be a really big step forward for Serbian economy”, Ana Tozzi said. Other participant in a show was professor at the Faculty of Economy and editor-in-chief of Kvartalni monitor magazine Milojko Arsic. Transcript of the show can be found here below.

A day after the WB Launch, BBC Serbia presented WB and findings, and key messages given by FIC President Yana Mikhailova. FIC President said that the aim of the FIC was to achieve nearly 50% rate of incorporation of recommendations, but that the responsibility for missing this goal is shared between FIC and the Government. “WB gives view on two types of stakeholders: Serbian Government and FIC. The improvement in the past year is our common achievement, we should be frank and say it openly”, Yana Mihailova said. She explained that the number of recommendations is decreased in this edition in order to obtain better focus on priority areas. Transcript of the interview can be found here below.

On a day of the WB Launch, FIC Vice President Vladislav Lalic appeared at RTS and TV N1. At a show ‘’Dan uzivo’’ at TV N1, Vladislav Lalic said that FIC expected higher rate of improvement of around 50%, instead of the 34%. “We openly discussed with the Government representatives about the WB TF and the way to proceed in general, we hope for the better result and will continue to work in this direction”, he said. He outlined the plan to start immediately with the TF re-launch. When it comes to the rate of investments in Serbia, he said that the goal should be not only to attract new investments, but to create conditions in which the existing companies increase their investments in the country. Previously that day, Vladislav Lalic was guest in the morning news show ahead of the WB launch. He outlined the need for harmonization of legislation with the EU, strengthening the capacities of the state administration and enabling transparent legislative process which includes public consultations. He also outlined the importance of the WB Task Force. “This is a good opportunity for Serbia to reform the economy more quickly through the TF and other programmes and activities we have in FIC”, FIC Vice President said. On the day of the launch, Politika daily presented this year’s edition, coupled with some statements by the FIC President Yana Mikhailova. This is a continued cooperation with Politika, which includes sharing the edition on an exclusive basis prior to the launch. Text brings info on the best and worst ranked areas, as well as the recommendation to continue structural reforms. “Serbia has to continue the modernization of rules in a transparent manner through public discussion and regular and not urgent procedure”, FIC President Yana Mikhailova said. She also drew attention to the lack of results from the WB TF. Main data on FIC was provided, including number of members and amount of investments.
