Pekez for N1 on Illicit Trade

FIC BoD member and President of the AITC Goran Pekez was guest live at TV show ‘’Dan uzivo’’ at TV N1 on March 30.

At that occasion he said that the key elements for the fight against grey economy are the improvement of the judiciary, reform of the competent institutions, and raising awareness of the consumers as well as shifting of the black market to legal business. When it comes to the judiciary, Pekez said that the judges and the procurers treat the illicit trade as a minor crime, resulting in the offenders mostly getting conditional discharge or a fine. He gave arguments against a widespread prejudice that the illicit trade may benefit to the poor. Namely, he outlined that the control of the illicit goods at the green markets shows that the goods are identical, meaning they don’t come from the separate family businesses. “To conclude, here we talk about the organized criminal groups, very well organized criminal groups that make huge profits out this of that traffic, while the people who sell this type of merchandise are in fact the victims, same as the consumers”, he said, adding that they do it for the poor salaries and that it is much useful to create an organized state that would take care about all the citizens. He said that the announced digital portal, which would enable the citizens to notify the cases of the illicit trade directly and simply, would bring a significant improvement. “This is in fact an e-inspector, a system that would automatically distribute notifications depending on the competencies, and we hope that it would really improve above all the fight against illicit trade, which is blooming”, he said. When it comes to the concrete numbers regarding the illicit trade, Goran Pekez cited the recent researches of the German GIZ, estimating the volume of the illicit trade to the 5.4 billion Euros. As he said, this means that around 17% of businesses is in the grey or black market, hampering the budget and consumers in Serbia. “If this number was to decrease, the budget would naturally be in better shape, and consumers would be more protected”, Goran Pekez said.
