Input to the EC on ERP

On November 22, FIC representatives gave input to the European Commission on the Economic Reform Program 2017, that Serbia has the obligation to submit within the EU accession process.

It was a joint meeting of Serbian business associations FIC, AmCham, NALED and SCC with the representatives of competent Directorates General – for the economy and finance (ECFIN), accession negotiations (NEAR) and labour (EMPLOY). As priorities, FIC outlined instigating stronger growth by sustainable fiscal consolidation and improving law implementation, especially in tax area, as well as continuing reforms to improve business climate and efficient harmonization of laws with EU. Chairmen of 6 committees specified priorities in separate areas. In the area of taxes, focus should be on ensuring public consultations in a legislative process, reducing uncertainties in interpretation of regulations, eliminating parafiscal charges and reducing bureaucracy. In terms of bureaucracy, concrete examples were given: to streamline the number of VAT records and to limit filling of withholding tax to once a quarter. In Telco and IT Committee, the key priority is ensuring level playing field in access to state infrastructure. For Digital and E-Commerce Committee, focus is to continue strong efforts for developing e-government and to adopt by-laws for the new Law on e-Document. For Anti-Illicit Trade Committee, coordination of inspectorates, legal regulation and establishing of the information system were outlined. HR Committee outlined the problem of the changed practice regarding the posted workers, who are not enabled anymore to renew work permits after the first year of service, and regulation of staff leasing. FIC was represented by AITC Vice President Nenad Radenkovic, Digital and E-Commerce Committee President and T&IT Committee Vice President Jasmina Vignjevic, HR Committee President Dejan Jecmenica, Taxation Committee Vice President Vanja Korac, Telco and IT Committee President Marko Jovic and FIC Executive Director Ana Tozzi.

Published yearly since 2003, goal of the White Book is to enable removing unneeded barriers and make doing business in Serbia easier, thus enabling better inflow of investments. It is promoted every year in the fourth quarter at the prestigious high-level event.
