Lalic: Lack of Predictability in Serbia

In a statement for Nova ekonomija published on June1, BoD member Vladislav Lalic outlined lack of predictability in business environment as a key obstacle for direct foreign investments in Serbia. The text in Nova ekonomija, titled ’’What is the cost of the frequent law changes for the economy“, was dedicated to the legal certainty, and also presents views of several economists, representatives of several associations and institutions.

As key recommendations for the improvement, Vladislav Lalic cited acceleration of the structural reforms, notably privatization and corporatization of public enterprises, better law implementation, introduction of the clear procedures and guidelines, elimination of the unneeded bureaucracy and training of the employees, above all the Tax Administration and inspection services. The importance of the harmonization with the EU was also outlined. ’’Besides, it is important to establish a transparent system which would guarantee that there is no discrimination between the foreign and domestic companies, as well as between large and small companies. Current environment in Serbia confers the significant discretionary rights to the administration, which creates conditions for the unequal treatment of different actors on the market“, Lalic said

As examples of the sudden law changes without proper public discussion, he cited the changes of the tax legislation and the Law on Chambers. ’’It would be good to have an institutionalized solution which would guarantee that any new law goes through the serious consultations to ensure the positive effects, on the social, economic and any other aspect“, he said, regretting that such system doesn’t exist at the moment. On the other hand, he praised the improvement of the quality of dialogue between the private and public sector in the past two years.  The article also gives view from the ,member of the Anti-corruption Council Jelisaveta Vasilic, economist Ljubomir Madzar, Deputy Executive Director at AmCham Amalija Pavic, and NALED representative Slobodan Krstovic.

Published yearly since 2003, goal of the White Book is to enable removing unneeded barriers and make doing business in Serbia easier, thus enabling better inflow of investments. It is promoted every year in the fourth quarter at the prestigious high-level event.
