FIC-GoV 1st TF Meeting Held

First FIC-Government Task Force meeting for the implementation of the WB recommendations was held on May 26, and it was the opportunity to promote FIC ambitious plans for improving business environment in Serbia.

“We are very glad that the idea and proposal of the Prime Minister Aleksandar Vucic to create a joint task force of the Government and FIC is today becoming a reality. This represents a clear signal of dedication of both the Government of Serbia and the Foreign Investors Council to systematically work together on improvement of the business climate in Serbia”, FIC President Yana Mikhailova said. As key areas in which progress can have multiple positive effects on the business climate, she cited: increasing predictability in the tax area, modernizing labour regulation, improving market surveillance based on risk assessment, boosting the real-estate development, promoting digitalization and E-Government, and improving bankruptcy and forex regulation. “We see formation of the task force as a unique opportunity to accelerate further progress and we are ready to engage all the knowledge and expertise in order to jointly make Serbia a better place to invest”, FIC President said. As overall goals, she said she hopes that the WB score card will improve from 35% progress in 2016 to 50% this year.

Outgoing Serbian Prime Minister Aleksandar Vucic expressed gratefulness to FIC for long-term support and pointed to key positive developments in business climate such as fiscal consolidation, raise of Serbia in World Bank Doing Business Report from 91 to 47 place, but also conveyed that there is a lot to be done regarding business climate in future period to fulfil 3% growth this year. He offered his full support to FIC and joint TF in future as outgoing Prime Minister and future President.

At the meeting, concrete agreement was made to asap form 6 expert sub-groups consisting of FIC committee chairmen and state administration and immediately start overcoming obstacles in the business climate. As stated by DPM Zorana Mihajlovic, expert groups will deal with the following FIC priorities: taxes, labour, inspections & food safety, real-estate, e-commerce & e-GoV, bankruptcy and forex.

Previously sent work plan proposal for the TF included  points in 6 areas, namely, tax, labour, inspections and food safety, real-estate, electronic business, e-commerce and e-GoV and will be discussed in-depth at the Task Force sub-groups meetings which will be organized in the course of the next 2 weeks.

At the meeting, FIC was represented by the 5 FIC BoD representatives, 3 representatives of BoD member companies, FIC Executive Director and administration. 

Apart from outgoing PM Aleksandar Vucic and the DPM Zorana Mihajlovic, the Government participants included several ministers such as Minister of Economy, Minister of Labour, Minister of Public Administration, Minister of Agriculture and Environmental Protection and other representatives of state administration.
